OSHC trains more safety officers to mitigate pandemic woes during constructions


In partnership with the Western Visayas Occupational Safety and Health Network (WVOSHNET), conducted a 40-hour Construction Safety and Health (COSH) Training dated April 12-16 at Iloilo Gateway Hotel, Pavia, Iloilo.

A total of forty-two (42) participants were informed on the programs and services of the OSHC in assisting and guiding companies towards strengthening their OSH policies and programs in the construction industry.

The OSHC Region 6, equipped with professional manpower, profound facilities and strong social networks, continues to expand its OSH programs and services to clients and stakeholders, especially in this pandemic.

OSHC-6 offers free safety and health audit for manufacturing plant

WESTERN VISAYAS – The Occupational Safety and Health Center (OSHC) provided a free safety and health audit for New Panay Agri-Ventures Development, Inc., a manufacturer of animal feeds for swine, poultry and game birds for Panay Island and other neighboring islands in the country. The manufacturing plant has been operating since 1990 and due to its rapid expansion activities, sought for the assistance for a safety and health audit to cater the demands their stakeholders while assuring safe and healthy working conditions for all their workers.

The audit team was led by OSHC-Region 6 OIC Melveen Melocoton together with four OSH technical team members, namely Nellyn Joy Valenzuela, Engr. Narciso Pasuelo, Engr. Maximo Pareja, and Engr. Wesley Welfredo Dulla. The team audited four major areas in OSH such as administrative requirements, safety control programs, environment control programs, and health control programs. Areas audited were the warehouses, machineries, admin offices, health, and welfare facilities of the company, among others.

Ang ini na audit ay gin obra naton para mabuligan ang kompaniya sa pag pa husto at improbar sang programa para sa kaluwasan at ikaayo nga lawas sang tanan na trabahador,” said Melveen Melocoton to the management of New Panay Agri-Ventures Development. 

“We really appreciate the efforts of the safety and audit team for providing us a comprehensive viewpoint of our current workplace safety and health programs and policies. Your audit findings and recommendations will surely help our company in assessing what else we could improve and provide,” said HR Supervisor Jessa Jacintos.

Presently, the OSHC-6 is providing free safety training and technical assistance to distressed companies on OSH compliance pursuance to the Department of Labor and Employment – Department Order No. 198-18 series of 2018, otherwise known as the Implementing Rules and Regulations of the Republic Act 11058 “An Act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations Thereof.”

OSHC discusses safety and health key points despite the COVID-19 pandemic during DTI-Iloilo activity


Mr. Melveen Melocoton, OIC of OSHC Region 6, discussed the key points on safety and health in the workplace despite the COVID-19 pandemic during the DTI-Iloilo Activity entitled, "Strengthening of the Advocacy on Service and Repair Shop Accreditation and PCAB Licensing and Registration," done at Hotel Del Rio, Molo, Iloilo City.

The activity was attended by forty-two (42) participants composed of contractors, repair shop owners, safety officers and other company representatives. The participants were informed of the standards and guidelines that governs OSH in the country and the current health protocols specifically the DTI and DOLE Interim Guidelines on Workplace Prevention and Control of COVID-19.

The participants were made aware of the programs and services of the OSHC in assisting and guiding companies towards strengthening their OSH policies and programs during the pandemic. Also, they were updated on the schedules of the mandatory OSH training for safety officers in the region as requirement under the OSH Standards and DOLE Department Order No. 13.

The OSHC Region 6 continues to work hand-in-hand with stakeholders and OSH partners in the development and implementation of OSH-related activities to strengthen OSH as a way of life in the locality. //MM

RCC on tuberculosis in the workplace strengthens collaboration despite COVID-19 crisis


The OSHC-REU6, together with the Regional Coordinating Council on Tuberculosis Elimination in Western Visayas met via teleconference and discussed the new normal for TB elimination as an effect of the COVID-19 pandemic. The World Health Organization-Philippines ranked Region 6 as top performing for case notification rate, new and relapse cases.

Ensuring the continuity of TB services during community quarantine, the Department of Health issued Department Order No. 2020-0128. According to the department order, screening shall continue subject to social distancing and infection control protocols. Also, treatment shifts from clinic-based to home-based had been enforced to further prevent hazardous contacts by the healthcare provider and the client. The clients will be provided with a 1-month supply of anti-TB drugs and will be followed-up by their assigned treatment partner via information-communication technology means.  Moreover, there is flexibility in sputum collection for follow-up and standard short all oral regimen for drug-resistant TB has been implemented to encourage the patient-care approach.

According to Christine Mosqueda, DOH Regional NTP Coordinator, currently, a National TB Program adaptive plan is being formulated to address the displacement of persons with TB in the health system due to the COVID-19 situation. Measures and adjustments to the TB implementation program are specified with observance of infection prevention and control including physical distancing and wearing of appropriate personal protective equipment.

As for TB advocacy in the workplace, members of the team were able to conduct a 2-day monitoring in selected companies last February of this year before the nationwide community quarantine. During the monitoring, it was found out that the companies visited were conducting annual health exams which included chest X-rays. Workers with suspected TB signs and symptoms were referred to their company doctor or directly to the DOTS facility if they don't have a company doctor. It was also noted that some companies still do not have a TB policy in the workplace and were assisted by the team accordingly.

Melveen Melocoton, OSHC-REU6 representative said that private establishments are still reminded to implement their occupational safety and health policies and programs, especially on TB in compliance to the Republic Act 11058, otherwise known as the Act Strengthening the Occupational Safety and Health Standards and Providing Penalties for Violations Thereof, and its implementing rules and regulations (DOLE Department Order 198-18). The office is open to assist private establishments in assuring that their policies and programs are parallel with the OSH Standards. //MM

OSHC-REU6 intensifies safety and health awareness and innovations in Lambunao

LAMBUNAO, ILOILO - The OSHC-REU6 intensified the "Vision 1 Million" though the conduct of a free 1-day safety and health awareness with topics on basic safety and health measures, and innovations at work for the 35-garment workers composing of housewives, senior citizens, LGU job hires, among others.

Melveen Melocoton, OSHC-REU6 focal, facilitated the safety and health topics with discussions, games and workshops. He discussed the topics on accident causation, good housekeeping and innovations on occupational safety and health.

"With a sound policy on safety and health, an active committee, a trained safety officer and occupational health personnel, you'll be able to develop better programs and innovations to prevent losses and thus result to good sales performance towards productivity," he said.

On the other hand, Lambunao Acting Municipal Administrator Sofia G. Halago said that we need to embrace the learning and apply it in our workplace. Doing so implies that we gave value to the efforts of our social partners to equip us with the learning for our own good and thus we need to do our share.

"Let's help one another for the sustainability of the project," she added.

The activity was in partnership with the  Department of Trade and Industry (DTI) via its Shared Facilities Project that is geared towards accelerating competitiveness of micro,small, and medium enterprises (MSME) through provision of state-of-the-art machinery and equipment, and safety and health interventions and innovations.

In Iloilo, garments making became a shared service facility project of the DTI in partnership with the local government of Lambunao, Iloilo. The project started in 2015 which provided the locality with sewing, edging and piping machines, rotary printers, embroidery machine and generator set. // MM

The Occupational Health Nurses Association of the Philippines (OHNAP), Inc. will be holding its 285th Postgraduate Course on Basic Occupational Safety & Health (BOSH) for Nurses from September 16-21, 2019 at exactly 8:00AM-5:00PM at MO2 Westown Hotel, Benigno Aquino Avenue, Mandurriao Iloilo City.

The six-day course is designed for all nurses as required by the Bureau of Working Conditions (BWC) of the Department of Labor and Employment (DOLE) and in compliance with Rule 1960 of the Occupational Safety & Health Standards requiring all nurses in OSH to take up the Basic Occupational Safety & Health (BOSH) course.
